Job Summary:
UDHA seeks energetic Monitoring and Evaluation Officers to provide technical assistance in implementing the Global Fund GC7 HIV and TB grant. The M&E Officers will support district focal persons in performance and impact measurement, overseeing the monitoring and evaluation framework. They will collaborate with health facilities to improve the quality of evidence gathered by the project.
Key Responsibilities:
1. Day-to-Day Monitoring and Evaluation Activities
- Oversee tracking and updating M&E data ensuring high quality.
- Implement monitoring systems and design tools.
- Develop data collection tools.
- Monitor project activities, outputs, and progress towards results.
- Work with data platforms, databases, and technologies to capture and organize data.
- Train field staff in M&E processes and provide ongoing coaching.
- Conduct or support data quality assessments.
2. Analysis and Reporting
- Determine data analysis procedures using quantitative or qualitative tools.
- Clean, sort, categorize, and organize data.
- Analyze quantitative and/or qualitative data.
- Summarize findings.
- Develop weekly, monthly, quarterly, or annual reports based on project needs.
- Disseminate evaluation findings and project results to donors and stakeholders.
3. Knowledge Management
- Contribute to institutional learning processes.
- Convene communities of practice and other learning activities.
- Track best practices, success stories, and lessons learned.
4. Coordination and Representation
- Represent UDHA in coordination meetings and other activities.
- Strengthen relationships with key implementing partners and local government leadership.
- Attend district coordination meetings for Implementing Partners (IPs).
- Perform any other duties as assigned.
Qualifications, Skills, and Experience:
- Degree-level education or equivalent experience, with postgraduate qualifications in Monitoring and Evaluation.
- At least 3 years of experience in Monitoring, Evaluation, and Learning, with proficiency in DHIS2, eCBSS, and MS Excel.
- Experience in developing M&E systems and tools for HIV/TB/Adolescents projects.
- Experience working with health facility-level data, specifically HMIS registers and tools.
- Background in community development, particularly in women’s economic empowerment and public health.
- Excellent written and verbal communication skills.
- Strong interpersonal skills and ability to work with senior staff.
- Flexibility in responding to various tasks.
Work Hours: 8 hours per day
Experience: 36 months
Education Level: Bachelor’s Degree
