Hon. Persis Namuganza has called upon Ugandans to vote out all MPs who do not append their signatures to the censure motion seeking to relieve four Parliamentary Commissioners from office. The State Minister for Housing made the request after she appended her signature to the motion led by Hon. Theodore Ssekikubo at Parliament on Tuesday, 28th May, 2024.
The Lwemiyaga County MP intends to achieve the removal of Esther Afoyochan (Zombo District Woman – NRM), Prossy Akampulira (Rubanda District Woman – NRM), Solomon Silwany (Bukooli Central – NRM), and Mathias Mpuuga (Nyendo-Mukungwe – NUP) from their positions as members of the Parliamentary Commission with his censure motion.The four parliamentarians have been under scrutiny for reportedly allocating taxpayers’ money of up to Shs1.7 billion on top of a monthly salary of Shs 23 million without approval from Parliament.
In this arrangement, the three NRM legislators took home Shs 400 million, with the former Leader of Opposition banking Shs 500 million in a one-off personal service award. Mpuuga’s party, National Unity Platform, has since taken drastic measures, including firing him from his position as Deputy President for the Buganda region.
To Minister Namuganza, this is an opportunity for Parliament to crack down on the rampant corruption that has engulfed the August House and to clear its tarnished reputation.
I urge Honourable Ssekikubo to publish the names of the MPs who have appended their signatures so that the public knows those supporting corruption in this institution.

She also sent out a message to both religious and cultural leaders, discouraging them from interfering with the ongoing process, saying that corruption is an immoral act and no negotiations can justify it
It should be remembered that Hon. Namuganza was censured in January 2023 over reports of attacking the Speaker of Parliament personally, but the president never relieved her of her cabinet duties.
Back to the collection of signatures, Hon. Ssekikubo is confident that they’ll collect more than the required 177 signatures to pass the censure motion. If successful, the motion will see the four legislators relieved of their backbench duties.
