Job Summary:

As a Programme Officer for Education in Gulu, Uganda, you will play a pivotal role in planning, implementing, monitoring, and reporting education interventions under the Leave No One Behind program. Your focus will be on enhancing children’s learning outcomes and development through the implementation of the Quality Learning Environment (QLE) Framework. This framework encompasses four pillars: addressing emotional and psychological needs, ensuring a safe learning environment, promoting active engagement, and fostering community involvement in education improvement initiatives.

Additionally, you will support Teachers Professional Development (TPD) interventions aimed at enhancing teachers’ well-being and teaching competencies. In times of humanitarian crises, you may also be called upon to support emergency response efforts.

Key Duties and Responsibilities:

Planning:
  • Develop monthly and quarterly work plans aligned with the Detailed Implementation Plan (DIP).
  • Lead planning efforts at the community and district levels to ensure effective resource tracking and utilization.
  • Participate in planning sessions to maintain updated budgets, log frames, work plans, and proposal documents.
  • Take an active role in planning and implementing community empowerment initiatives.
Implementation:
  • Ensure the 100% implementation of education project activities according to approved plans and budgets.
  • Provide strategic and technical support to education partners and facilitators.
  • Prepare and submit activity memos/concepts and budgets for review and approval.
  • Involve beneficiaries in all stages of the program cycle.
  • Monitor project activities, conduct regular meetings with stakeholders, and document best practices.
Technical Support and Backstopping:
  • Build the capacity of teachers and community resource persons.
  • Contribute to project reviews and intervention design.
  • Provide technical support on the QLE Framework and collaborate with education officials.
Budget Monitoring:
  • Monitor daily expenditure to ensure adherence to budgetary guidelines.
  • Track budgets to avoid over or under expenditure and ensure compliance with donor requirements.
Coordination and Collaborations:
  • Coordinate education programs at the district and sub-county levels.
  • Collaborate with education stakeholders to maximize impact and leverage resources.
  • Network with other Save the Children projects for synergy and holistic child support.
Reporting and Documentation:
  • Generate timely and accurate progress reports.
  • Participate in donor reporting and share progress during meetings.
  • Document success stories and areas of innovation for sharing and learning.
Resource Acquisition:
  • Conduct needs assessments and participate in proposal writing efforts.
  • Identify gaps and develop innovative programs during implementation.
Partnership:
  • Identify and map potential implementing partners.
  • Monitor partner implementation and provide capacity building support.
  • Document best practices and unique experiences.
Empowerment and Project Impact:
  • Support children’s active participation in project interventions.
  • Facilitate community engagement in planning and monitoring initiatives.
  • Advocate for child protection and well-being.

Qualifications, Skills, and Experience:

  • Bachelor’s degree in education or equivalent.
  • Three years of experience in implementing education programs with an international NGO.
  • Understanding of education programming approaches for enhancing literacy and numeracy.
  • Motorcycle riding capability and teaching experience preferred.
  • Proficiency in participatory tools and methodologies.
  • Excellent interpersonal, communication, and time management skills.
  • Willingness to work extra hours during humanitarian responses.
  • Strong analytical and strategic planning abilities.
  • Cultural awareness and ability to work in diverse environments.
