Overview

The International Rescue Committee (IRC) is seeking Clinical Officers to join our dedicated team in Uganda. IRC responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Scope of Work

The Clinical Officer will be responsible for delivering quality clinical services at Primary Health Care (PHC) facilities and supervising routine care service providers at both static and outreach locations. Under the supervision of the Medical Officer in charge of the Zone, the Clinical Officer will mentor subordinates, provide on-site clinical support, and organize continuous medical education or professional development for facility staff. Responsibilities also include developing staff duty schedules, ensuring timely service delivery, and maintaining high standards of clinical care.

Responsibilities

  • Provide daily clinical assessment and prescription of treatment for all patients attending the health unit.
  • Ensure proper documentation of patient history, examination findings, investigations, and treatment.
  • Refer challenging cases to the supervising doctor, providing relevant information for proper management.
  • Conduct minor surgical procedures in the outpatient department (OPD) minor theatre.
  • Participate in weekly Continuous Medical Education (CME) sessions and health facility coverage as required.
  • Engage in camp health surveys and campaigns.
  • Assist in daily ward rounds and bedside teachings to junior staff.
  • Maintain accurate inventory of medicines and supplies and monitor their usage.
  • Liaise with other health unit cadres to deliver quality patient care.
  • Provide health talks to patients and clients.
  • Adhere to professional codes of conduct and ethics.

Communication/Reporting

  • Provide regular feedback on the facility’s day-to-day operations.
  • Assist in the preparation of donor reports.
  • Participate in the development and implementation of program work plans.

Key Working Relationships

  • Direct Supervisor: Zonal Medical Officer
  • Technical Support: Health Facility In-charge
  • Others: Logistics, finance, and administrative staff

External Relations

  • Govt. of Uganda: District Health Team and other officials
  • Consortium Members
  • Other: NGOs, INGOs, and UN agencies working in the project region

Minimum Qualifications

  • Diploma in Clinical Medicine and Community Health or equivalent from a recognized institution.
  • Registered and licensed to practice under the Allied Health Professionals Council.

Experience

  • At least 2 years of work experience, preferably in health project implementation.
