About the Project:
GOAL, in partnership with Wageningen Environmental Research (WENR), is launching a 5-year resilient and inclusive economic development program funded by the Embassy of the Kingdom of Netherlands in Kampala. This initiative aims to enhance climate resilience and productivity for 200,000 smallholder farming households in the Busoga and Lango regions. The program focuses on four key pathways: strengthening social resilience, improving farming system sustainability, integrating smallholders into inclusive markets, and amplifying their voice and influence.
Job Summary:
The Monitoring, Evaluation, Research, and Learning (MERL) Officer will play a crucial role in supporting the INSPIRE Project’s MERL activities. This position involves data collection, analysis, and reporting, as well as capacity building to ensure the effective monitoring and evaluation of the project’s impact. The MERL Officer will collaborate with the project team to ensure timely and accurate data management and contribute to the project’s overall success.
Key Duties and Responsibilities:
- Data Collection and Management:
- Design and implement data collection tools and methodologies.
- Conduct field visits to monitor project activities, collect primary data, and gather participant feedback.
- Ensure accurate data entry and maintain organized data storage systems.
- Data Analysis and Reporting:
- Analyze quantitative and qualitative data to assess project performance.
- Prepare regular reports and dashboards, including data summaries and presentations.
- Conduct data quality assessments to ensure integrity.
- Monitoring and Evaluation:
- Monitor project activities to ensure alignment with project goals.
- Develop and track performance indicators and targets.
- Conduct field data validation and quality checks.
- Support barrier analyses and surveys (baseline, midline, end-line).
- Capacity Building:
- Train project staff and partners on data management and analysis techniques.
- Develop training materials and conduct workshops to build MERL skills.
- Support youth, especially young women, refugees, and persons with disabilities in MERL activities.
- Learning and Adaptation:
- Facilitate learning sessions and share best practices.
- Document and disseminate success stories, case studies, and lessons learned.
- Integrate MERL findings into project planning and decision-making.
- Collaboration and Communication:
- Work closely with the MERL Coordinator to align activities with project objectives.
- Collaborate with project teams to support decision-making.
- Provide updates on MERL activities during team meetings.
Qualifications, Skills, and Experience:
- Essential:
- Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, or related field.
- At least 3 years of experience in monitoring, evaluation, research, and learning in the development sector.
- Proficiency in data analysis software (Excel, SPSS, STATA) and data visualization tools.
- Strong understanding of M&E methodologies and tools.
- Excellent analytical, organizational, and multitasking skills.
- Effective communication and interpersonal skills.
- Experience in training and capacity-building.
- Desired:
- Experience in agriculture/farming systems or market development (M4P / MSD).
- Knowledge of qualitative and participatory data collection methods.
- Proficiency in online data collection platforms (e.g., CommCare, ODK, KoBoToolbox).
- Experience in story writing and producing high-quality reports.
