Job Overview

Uganda Revenue Authority (URA) is seeking two skilled Officers Payroll to ensure the accurate and timely processing of staff salaries and benefits. As a key member of the payroll team, you will manage payroll systems, process payments, and maintain comprehensive records to support staff motivation and productivity.

Key Responsibilities

  1. Capture and Update Payroll Data:
    • Enter new staff details into the payroll system.
    • Ensure salary scales match appointment letters and categorize employment terms.
    • Regularly update payroll records, verify amendments, and compute adjustments.
  2. Process and Reconcile Payments:
    • Run and verify draft payrolls.
    • Reconcile variances and prepare final payrolls for approval.
    • Generate and submit reports for deductions.
  3. Manage Subsidiary Payrolls:
    • Process payments for short-term employees and statutory deductions.
    • Verify claims, upload wages, and ensure payroll accuracy.

Qualifications

Essential:

  • Bachelor’s degree in Finance, Accounting, Commerce, Economics, Statistics, Business Administration, or related field.
  • Minimum of two years of payroll administration experience.
  • Knowledge of tax and statutory payroll deductions.
  • Strong integrity and professionalism.

Desirable:

  • Professional qualifications such as ACCA, CPA, CFA, CIA.
  • Experience with ERP-based payroll systems.

Knowledge Required:

  • Familiarity with Employment Act 2006, Public Finance and Management Act, Treasury Accounting Instructions, Income Tax Act, NSSF Act.
  • Detailed understanding of payroll processes.

Special Skills:

  • Excellent networking, influencing, and negotiation skills.
  • Ability to work under pressure, manage tight deadlines, and handle sensitive information.
  • Proficiency in Microsoft Excel and strong communication skills.
