Kampala City Lord Mayor Erias Lukwago has said Kampala Capital City Authority (KCCA) cannot deliver a functional city.
Lukwago made the remarks during a morning show on NBS TV on Monday morning.According to Lukwago, Kampala residents shouldn’t expect a functional city under the authority’s current state.
Since its inception in 2011, Erias Lukwago has had battles with the management of the authority. Lukwago believes the authority was created to stifle the powers of the Lord Mayor.
He has previously been on record for saying he didn’t even have the authority to fix a street light. This set the tone for a sour working relationship with former Executive Director Jennifer Musisi.
However, Lukwago says he doesn’t have personal wars with the KCCA.
“KCCA by its nature right now is dysfunctional. A dysfunctional institution and cannot deliver a functional city.” said Erias Lukwago.
According to the Lord Mayor, KCCA’s issues start with the disorganization of the power structure.
He questioned why President Museveni makes so many political appointments in the city. These appointees end up being redundant due to parallel offices.
Lukwago wondered why the city has six Resident City Commissioners. Lukwago also attributed KCCA’s woes to the numerous Directors and Executive Directors.
He noted that all these appointees get directives from the President which are usually contradictory to Council resolutions.

According to Lukwago, KCCA could get a semblance of organization if the City Council was left to run its operations.
Over the last couple of years, KCCA has been under fire for poor service delivery. This is evidenced by the terrible mess that is the city roads. The public outcry about the roads forced the President to direct the Special Forces Command to repair them. The SFC construction regiment was give shs 2 billion to fix potholes on Kampala roads in November 2023.
Recently, KCCA casual laborers protested after going six months without receiving their wages.
