Deputy IGG Pledges Action Against Negligence in Kiteezi Disaster

The Deputy Inspector General of Government (IGG), Ms. Anne Twinomugisha Muhairwe, has pledged to punish individuals who neglected their duty in the Kiteezi landfill disaster.

On Saturday morning, a section of garbage in Kiteezi landfill gave way, burying houses. By press time, KCCA had confirmed 21 deaths related to the disaster. While KCCA blames a structural accident as they launch investigations, the IGG has pledged to take stringent actions should investigations point to negligence.

During her visit to the site, Ms. Muhairwe intended to assess the situation firsthand.

“We will not tolerate any form of negligence in government service. If our investigations reveal that any officials failed in their duty to prevent this disaster, they will be held accountable.” she said.

With criticism from both authorities and citizens, KCCA is under pressure to answer questions. According to KCCA, the landfill exhausted its capacity in 2011. For the past thirteen years, the Authority says they have been planning to shift the site to Mukono.

However, Ms. Muhairwe emphasized accountability in public service and pledged to take action, noting the many lives lost. Additionally, she consoled residents that her office would conduct thorough investigations.

Muhairwe also met with Kampala Capital City Authority (KCCA) officials at the scene. KCCA staff statements were recorded, starting a formal inquiry into the garbage collapse.

However, the process of recording statements was challenged by the acting spokesperson of Kampala Capital City Authority, Mr. Daniel Nuwabine. Nuwabine maintained that it was illegal for KCCA staff to record statements without legal representation. This led the office of the IGG to order his arrest for allegedly obstructing justice.

“The Deputy IGG, who was with the IGP, ordered his arrest. Unfortunately, the police officers took long to arrive, and he disappeared from the scene. Had they arrived while he was still there, he would have been arrested. It’s important that people allow others to do their work without interference.” said Ali Munira, IGG spokesperson.
