Commissioner of Parliament Prossy Akampulira Mbabazi says she spent shs 400 million service award on her constituents.
Akampulira made the revelation while addressing residents of Rubanda District, where she is the Woman MP.
The 400 million is part of the controversial shs 1.7 billion that four backbench Commissioners awarded themselves. This came to light during an online Parliament exhibition led by digital activists. These activists, who were seeking accountability from Parliament, questioned the secretive manner in which the money was passed.
The beneficiaries of the service award include Esther Afoyochan (Zombo District Woman – NRM), Prossy Akampulira (Rubanda District Woman – NRM), Solomon Silwany (Bukooli Central – NRM), and Mathias Mpuuga (Nyendo-Mukungwe – NUP).
Under the arrangement, the three NRM legislators took home shs 400 million each. The former Leader of the Opposition banked shs 500 million in a one-off personal service award.
Mpuuga’s party, the National Unity Platform, has since taken drastic measures, including firing him from his position as Deputy President for the Buganda region.
Following the revelation, Lwemiyaga County MP Theodore Ssekikubo ignited a motion for the censure of the MPs on grounds of corruption.
However, according to Hon. Prossy Akampulira, the motion is baseless. She accuses Ssekikubo and his colleagues of just politicking.
“I had all the liberty to use that money for my personal gains but I didn’t do that. I gave that money to the people because I know how important my people are.” Prossy Akampulira said.
She also declared her innocence, saying she didn’t steal any money. Akampulira confirmed that she received the money from the Ministry of Finance, unlike her colleague Mpuuga, who says he’s still expecting it.
Hon. Prossy Akampulira also argued that she couldn’t give herself the money as she didn’t chair the meeting. The meeting was chaired by Speaker of Parliament Anita Among.
Finally, the MP confirmed that residents of Rubanda District can give accountability for the money.
