The United States Department of State has publicly designated five current and former Ugandan officials, including Speaker of Parliament Anita Among, for their involvement in serious misconduct. This decision underscores the US commitment to promoting accountability and transparency globally.

Anita Among
Anita Among, the Speaker of Uganda’s Parliament, has been designated due to her involvement in significant corruption linked to her leadership role. Among is accused of abusing her public position for personal gain, undermining the integrity of Uganda’s legislative body.
Mary Goretti Kitutu
Former Minister of Karamoja Affairs, Mary Goretti Kitutu, faces sanctions for her role in corrupt activities. Kitutu misused public resources and diverted materials meant for Uganda’s most vulnerable communities, betraying public trust.
Agnes Nandutu
Agnes Nandutu, former Minister of State for Karamoja Affairs, is also named in the sanctions. Like Kitutu, Nandutu is implicated in the misuse of public resources intended for those in dire need.
Amos Lugolobi
Amos Lugolobi, the Minister of State for Finance, has been sanctioned for his involvement in significant corruption. Lugolobi’s actions have further contributed to the misallocation of resources meant to benefit Uganda’s underprivileged populations.
Peter Elwelu
Peter Elwelu, former Deputy Chief of the Ugandan People’s Defence Forces (UPDF), is designated for his involvement in gross human rights violations. Elwelu commanded UPDF forces involved in extrajudicial killings, a grave violation of human rights.
Visa Restrictions and Broader Implications
In addition to these designations, the Department of State is imposing visa restrictions on multiple other Ugandan officials. These individuals are implicated in undermining the democratic process and repressing marginalized and vulnerable populations in Uganda. The US aims to hold accountable those responsible for the oppression of political opposition groups, civil society organizers, and vulnerable communities.
The United States reaffirms its solidarity with Ugandans advocating for democratic principles, effective governance, and accountability. The US condemns impunity, which allows corrupt officials to retain power, hampers development, facilitates crime, and results in the unequal distribution of resources. These actions by the US highlight its commitment to supporting transparency, countering corruption, and ensuring that all Ugandans can enjoy their human rights and fundamental freedoms.
