    Job Details:

    Background and Purpose:

    The Programme Policy Officer (Communications for Development) will develop and implement communication strategies supporting WFP’s food assistance programmes. The role enhances community engagement, promotes behavior change, and ensures alignment with WFP’s goals of reducing hunger and improving food security and nutrition. The officer will work closely with program teams, communication teams, partners, and communities.

    Key Roles & Responsibilities:

    1. Strategic Communication Planning:
      • Implement communication work plans to enhance WFP’s visibility and support fundraising.
      • Monitor and analyze media to inform communication strategies.
      • Develop communication strategies supporting WFP’s objectives in Karamoja.
      • Identify key messages, target audiences, and appropriate communication channels.
    2. Community Engagement and Behaviour Change:
      • Conduct research and prepare information products for target audiences.
      • Design and implement C4D initiatives to promote positive behavior change.
      • Engage with communities to understand their needs and preferences.
      • Develop culturally relevant communication materials.
    3. Capacity Building and Training:
      • Conduct training sessions on communication skills and behavior change communication.
      • Build capacity of partners to design and implement effective communication strategies.
    4. Stakeholder Coordination:
      • Collaborate with UN agencies, NGOs, and government bodies.
      • Participate in inter-agency communication working groups.
    5. Content Development and Management:
      • Develop high-quality content for various platforms.
      • Manage production and distribution of communication materials.
      • Generate donor-specific visibility content.
    6. Advocacy and Public Information:
      • Develop materials that highlight WFP’s impact and raise awareness of food security issues.
      • Prepare press releases and public information materials.
      • Maintain a contact list of journalists and media outlets.
    7. Digital and Social Media:
      • Support social media plans and develop content.
      • Leverage digital platforms to engage with audiences.
      • Monitor digital media metrics.
    8. Monitoring and Evaluation:
      • Develop tools to monitor and evaluate communication initiatives.
      • Collect and analyze data to assess effectiveness.
      • Prepare regular reports.
    9. Administrative and Financial Management:
      • Manage budgets for communication activities.
      • Prepare administrative and financial documents.
      • Perform other duties as required.

    Qualifications & Experience Required:

    • Education: Advanced degree in Communications, Social Sciences, Journalism, Public Relations, or related field; first-level degree with additional years of related experience.
    • Experience: At least five years of experience in communications, behavior change communication, or related fields.
    • Skills:
      • Proficiency in communication strategy development, content creation, and multimedia production.
      • Experience with digital and social media platforms.
      • Knowledge of M&E methodologies.
      • Strong verbal and written communication skills in English.
      • Ability to collaborate with diverse teams and stakeholders.
      • High ethical standards, integrity, and professionalism.
    • Languages: Fluency in oral and written English; working knowledge of local languages is an advantage.

    Job Details for Business Transformation Officer:

    Background and Purpose: The role is responsible for scaling up digital solutions and data use in WFP Uganda. It involves project initiation, requirements gathering, and coordination for digital and data solutions, ensuring technical usability and user acceptability.

    Key Roles & Responsibilities:

    1. Develop TEC projects, plans, and processes.
    2. Deliver digital solutions, business process automation, and data analytics.
    3. Seek opportunities to improve CO operations using digital systems.
    4. Draft proposals for digital projects using Business Analysis techniques.
    5. Function as a project manager.
    6. Support strategic thinking on digital systems and tools.
    7. Troubleshoot and fix production issues.
    8. Contribute to technical capacity building.
    9. Integrate data from multiple sources for analysis and reporting.
    10. Manage potential partnerships.
    11. Collaborate with developers for timely feature delivery.
    12. Work with government entities and partners for data integration.
    13. Manage and mentor team staff.

    Qualifications & Experience Required:

    • Education: Advanced degree or first-level degree with 5 years of related work experience.
    • Experience: At least three years in deploying Information Management Systems, developing database software solutions, or integrating data analysis systems.
    • Skills:
      • Strong analytical and reporting skills.
      • Familiarity with data management tools and Big Data.
      • Experience in briefing management on project progress.
      • Advanced knowledge of digital solutions best practices.
      • Certification in Project Management or Business Analysis is an advantage.
      • Excellent communication skills.
    • Languages: Fluency in oral and written English.
