Position Description:
The Program Officer will provide coordination, analytical, and operational support for program implementation. Based in Kampala, Uganda, the Program Officer must be a self-starter, knowledgeable, meticulous, and resourceful to thrive in a fast-paced environment.
Responsibilities:
Coordination:
- Support program implementation to achieve expected deliverables.
- Represent the program in national and sub-national forums.
- Engage with external stakeholders and internal programs to enhance coordination and planning.
- Collaborate with health workers, facility in-charges, and local governments to promote program interventions.
Operations:
- Plan logistics for program activities, including procurement and managing payments.
- Provide administrative and operational support for smooth program development and implementation.
- Maintain a donor reporting calendar and coordinate inputs across workstreams.
- Perform basic finance functions related to program activities.
- Ensure compliance with CHAI Uganda Finance and Operations policies.
Analytics, Monitoring, and Evaluation:
- Support government partners with planning, analytics, and operationalization of recommendations.
- Facilitate the development and tracking of work plans and budgets.
- Compile quality and accurate activity and program reports and presentations.
- Support the drafting, editing, and formatting of program proposals.
- Document best practices in the form of case studies, success stories, and reports.
Cross-cutting:
- Perform other tasks as requested by the supervisor.
Qualifications and Skills Required:
- Bachelor’s degree in social sciences, business, public health, or a related field.
- 3-4 years of experience in a demanding, results-driven environment.
- Proficiency in Microsoft Office suite – Excel, PowerPoint, and Word.
- Strong process management, organization, and attention to detail.
- Ability to synthesize a broad range of information.
- Flexible, entrepreneurial, and output-focused mindset with strong self-motivation.
- Exceptional time-management skills, managing multiple tasks under tight deadlines.
- High emotional intelligence, patience, and thoughtfulness in high-pressure situations.
- Proven track record in challenging multi-stakeholder environments.
- Excellent communication and presentation skills.

Position Description:
Reporting to the Senior Program Manager, the Senior Associate will provide program leadership to deliver ambitious objectives, overseeing specific projects and ensuring high-quality delivery. This role involves close collaboration with the Ministry of Health and partners, as well as CHAI’s Global HSS teams.
Responsibilities:
Program Implementation:
- Lead internal HSS program planning, implementation, and monitoring.
- Identify strategic areas for program expansion and participate in proposal development.
- Document and disseminate best practices within the program.
- Support the development of National Health Sector Strategic Plans and related reviews.
- Provide technical assistance for grant applications and budget planning.
People Management:
- Lead the internal HSS/health financing team and consultants.
- Ensure effective communication within the team.
Relationship Management:
- Represent CHAI in the national HSS landscape, managing relationships with key stakeholders.
- Maintain regular interaction with CHAI Global HSS program teams.
- Build and maintain program relationships as needed.
Financial Management:
- Coordinate and allocate team resources and prioritize activities.
- Lead program budget planning, tracking, and reporting.
- Prepare financial and donor reports.
Problem Solving:
- Address sensitive issues and develop actionable insights and recommendations.
- Analyze data and present findings to stakeholders.
- Innovate approaches and tools to achieve program objectives.
- Perform other tasks as requested by the supervisor.
Qualifications:
- Master’s degree in business administration, scientific or health-related discipline preferred.
- At least 5 years of experience with increasing responsibility and leadership.
- Excellent program management skills.
- Understanding of global health and development approaches.
- Experience in large-scale project planning and execution.
- Exceptional communication skills and interpersonal skills.
- Proven track record in building relationships and influencing stakeholders.
- Experience in a multi-cultural environment.
- Entrepreneurial mindset with the ability to work independently and propose new ideas.
- Proficiency in Microsoft Word, Excel, PowerPoint, and internet applications.
