Heifer Project International in Uganda is set to implement a 5-year project funded by the MasterCard Foundation under its program Young Africa Works. The project aims to improve the socio-economic wellbeing and resilience of young people in the Busoga sub-region by 2029, targeting 250,000 young people between 16-35 years (70% females and 3% youth with disabilities). This will be achieved through collaboration with partners such as The Consortium for Enhancing University Responsiveness to Agribusiness Development Limited (CURAD), The Federation of Small & Medium Enterprises (FSME), Financial Sector Deepening Uganda (FSDU), and ASIGMA group.
The Role:
Reporting directly to the Heifer Uganda People Director with a matrix reporting relationship to the SAYE Project Director, the People Manager will support Heifer’s strategic objectives by managing the People Function for the SAYE Project Uganda and managing resources within the consortium.
Key Responsibilities:
- People Strategy (20%): Develop and monitor HR strategies, systems, and tactics to align with regional and global People Strategies and objectives.
- Recruitment Talent Acquisition (20%): Manage full cycle recruitment processes, including posting, interviews, background screening, contracting, and onboarding.
- Employee Engagement and Relations (20%): Ensure legal compliance throughout HR management processes, maintain HR records, and produce timely reports.
- Compensation Management (20%): Participate in compensation reviews and benchmarking, and advise management on compensation levels.
- Learning & Development (15%): Identify training needs, plan, and manage delivery of learning solutions across the business.
- Other Assigned Functions (5%): Perform additional tasks and KPIs as assigned.
Minimum Requirements:
- Bachelor’s degree in Human Resources, Business, or a related field.
- Proven 8-10 years’ experience in HR, with at least 5 years in managing HR functions in a dynamic organization.
Preferred Requirements:
- Experience with an International NGO.
- Comfortable with new technologies and Human Resources systems (HRIS).
- Experience in strategy implementation and working within a matrix structure.
- Excellent communication, negotiation, and interpersonal skills.
- In-depth knowledge of Uganda Labor Law.
- CIPD, SHRP, or any other relevant certification.

The Role:
The Learning and Culture Coordinator is responsible for consolidating learning needs, developing a learning calendar, and ensuring the delivery of annual learning plans. This role will coordinate learning events and support HR systems and databases.
Key Responsibilities:
- Learning Program Consolidation and Resourcing (25%): Consolidate learning needs from various assessments and develop a learning calendar.
- Fulfillment of Learning Initiatives (25%): Oversee project planning, budget monitoring, and partnership management.
- Values and Employee Engagement (25%): Coordinate assessment outcomes, build stakeholder engagement forums, and engage teams on Heifer’s values and development approach.
- Learning Metrics and Evaluation (10%): Provide training, coaching, and mentoring to project teams and ensure staff performance.
- Operations (10%): Support HR systems and databases to ensure they are up to date.
- Other Assigned Functions (5%): Perform additional tasks and KPIs as assigned.
Minimum Requirements:
- Bachelor’s degree in Human Resources, Organizational Development, Education, or a related field.
- 7 years of experience in a busy learning and development function.
Preferred Requirements:
- Experience managing learning service providers.
- Proven experience coordinating trainings and delivering learning programs.
- Strong understanding of organizational culture and its impact on employee engagement.
- Excellent communication and interpersonal skills.
- CIPD/SHRP or local equivalent.
