Organization Background:
The IRC has been working in Uganda since 1998, supporting refugees, vulnerable host communities, and various institutions. IRC Uganda has a presence across six sub-regions and six refugee settlements, implementing programs in health, protection, rule of law, women’s protection and empowerment, economic recovery, development, education, and livelihoods.

Scope of Work:
Reporting to the HR and Admin Officer, the HR/Admin Volunteer supports day-to-day administrative requirements and general office management of the IRC Arua office.

Duties and Responsibilities:

  • Distribute information appropriately, including e-filing applications and sending HR communications.
  • Maintain an organized recruitment database and update recruitment status reports bi-weekly.
  • Support onboarding processes and ensure paperwork is completed correctly.
  • Prepare and track offer letters and employment contracts.
  • Maintain accurate and up-to-date personnel records.
  • Ensure staff and eligible dependents are registered for medical insurance and monitor coverage.
  • Assist with tracking staff medical cards, IDs, and CUG.
  • Prepare invoices and payment request vouchers for accommodation.
  • Organize staff training sessions, workshops, and activities.
  • Receive office guests and coordinate arrangements with the HR & Admin Officer.
  • Maintain records of correspondences and ensure office supplies are available.
  • Manage office stationery.
  • Ensure exit interviews are conducted and data captured in the online exit survey.
  • Share accommodation tracking sheets with the HR & Admin Officer.
  • Prepare weekly activity reports.

Minimum Qualifications:

  • Bachelor’s degree in human resource management, Public Administration, or related field.
  • 1 year of relevant professional experience in Human Resources.
  • Strong computer skills, especially in MS Excel and Word.
  • Strong knowledge and experience of HRISs.
  • Ability to work under pressure and manage multiple priorities.
  • Strong interpersonal and communication skills.
  • Organized and methodical with good attention to detail.

Background:
The IRC has been active in Uganda since 1998, implementing rehabilitation activities in child and youth protection, health, economic recovery, and women protection and empowerment. IRC Uganda has field offices in various locations, including Kiryandongo, Lamwo, Moroto, Kyaka, and West Nile.

Job Overview:
The Supply Chain Assistant, reporting to the Supply Chain Officer, is responsible for procurement, vehicle/transport operation, and managing all paperwork and records related to tracking IRC inventory.

Duties and Responsibilities:
Stores/Assets:

  • Implement and maintain standard IRC inventory management policies and procedures.
  • Manage and document the receipt, handling, storage, release, and reporting of goods.
  • Advise supervisors on potential inventory shortages.
  • Manage casual laborers in the stores.
  • Implement clear safety and loading/unloading procedures.
  • Maintain store’s activity book and update stock record cards and databases regularly.
  • Conduct routine inventory inspections and maintain accurate asset records.

Transport:

  • Design and equip transport functions to support IRC’s vehicle operations.
  • Implement and direct IRC vehicle policies and procedures.
  • Manage vehicle fleet and inventory of vehicle-related parts and consumables.
  • Conduct regular training for drivers and ensure vehicles are prepared for routine and emergency security requirements.
  • Ensure all vehicles carry required on-board documentation and are properly maintained.

Procurement:

  • Implement and maintain IRC procurement policies and procedures.
  • Ensure transparent and responsive procurement processes.
  • Coordinate with finance, admin, and program departments for timely vendor payments and support documentation.
  • Establish and maintain ethical relationships with suppliers.
  • Provide training for procurement and program staff as needed.

Minimum Qualifications:

  • Degree or Diploma in Procurement and Supply Chain Management.
  • 2 years of relevant experience.
  • Strong sense of personal integrity and attention to detail.
  • Team spirit and problem-solving abilities.
  • Competent in spoken and written English and computer use.
