Position Overview:
The Director of Government Relations (DGR) will drive Building Tomorrow’s government relations strategy to secure national adoption and implementation of our community-powered education initiatives in Uganda. The DGR will enhance engagements with key government ministries, including Education and Sports, Finance, and Gender, Labour, and Social Development, ensuring alignment with BT’s foundational literacy programs and broader educational goals.
Key Responsibilities:
Strategic Engagement and Advocacy:
- Develop and implement a multi-year government relations vision with annual goals and evaluation frameworks.
- Foster strong relationships with key government stakeholders to advocate for BT’s community-powered learning initiatives.
- Influence education policies through active participation in policy discussions and advisory committees.
- Monitor and analyze national education policies and initiatives for opportunities to advance BT’s mission.
Networking and Partnership Building:
- Maintain a robust network of government contacts and stay informed on government priorities.
- Engage in policy forums and share insights with BT staff.
- Seek opportunities and provide intelligence to BT’s Leadership Team.
- Engage political appointees and technical advisors across relevant ministries.
Communication and Reporting:
- Represent BT’s work passionately to government stakeholders, leveraging stories and evidence-based advocacy.
- Prepare and deliver presentations, reports, and briefings to communicate BT’s impact and progress.
- Ensure consistency of external messaging to government stakeholders.
Coordination and Supervision:
- Align government relations activities with BT’s overall goals, collaborating with various departments.
- Provide technical assistance and capacity-building support to BT Uganda, local partners, and stakeholders.
- Act as a role model for learning and problem-solving within the organization.
Qualifications:
- Proven track record in government relations, public policy, or advocacy in East Africa, preferably Uganda.
- Minimum of 7 years of experience in relevant fields.
- Excellent negotiation, communication, and relationship-building skills.
- Bachelor’s degree in Public Policy, International Relations, Social Sciences, Business, or related field; Master’s degree preferred.
- Strong project management skills and ability to handle multiple tasks.

Position Overview:
The Education Systems Strengthening Manager (ESSM) will lead BT’s new department focused on supporting government adoption of community-powered education initiatives. The ESSM will oversee 10 Education System Strengthening Coordinators (ESSCs) embedded in sub-county offices, working closely with senior leadership to align district efforts with national priorities.
Key Responsibilities:
Program Design and Implementation:
- Inform the development of BT’s education systems strengthening program through in-depth analysis and strategic planning.
- Develop strategic objectives and KPIs aligned with national priorities and BT’s goals.
- Implement strategies to support government systems in community-powered learning.
- Provide training and technical assistance to education stakeholders.
Supervision and Management:
- Provide strategic oversight and support to ESSCs through regular check-ins and department meetings.
- Ensure professional development and mentorship of ESSCs.
- Enforce BT policies and procedures within assigned districts.
- Travel frequently to provide field support to ESSCs.
Advocacy and Communication:
- Develop recommendations for strengthening the education system in collaboration with the Director of Government Relations.
- Advocate for education system strengthening with district and sub-county officials.
- Assess district-based networks for partnership opportunities and inform BT’s advocacy plan.
Qualifications:
- Minimum of 5 years of experience in education system strengthening, policy advocacy, or program management.
- Strong knowledge of Uganda’s decentralized education systems.
- Bachelor’s degree in Education, Economics, Public Policy, Project Planning and Management, International Development, or related field; Master’s degree preferred.
- Experience in program design, monitoring, and evaluation.
- Strong project management, communication, and relationship-building skills.
- Willingness to travel frequently to rural areas.
