Job Summary

The Deputy Country Finance Manager is responsible for scheduling and supervising all maintenance-related work.

Duties & Responsibilities

  • Maintain records and prepare reports regarding the quantity and value of fuel oil purchased, received, stored, and used.
  • Make computations and related data to fuel-oil ledgers and records, comparing data with contract specifications and delivery documents to detect errors and verify accuracy.
  • Notify supervisory personnel when discrepancies and errors cannot be resolved.
  • Prepare reports on the quantity and value of oil purchased, received, lost in delivery, burned, and in storage tanks.
  • Inspect equipment and controls periodically to detect malfunctions or the need for repair, adjustment, or lubrication.
  • Determine schedules, sequences, and assignments for work activities based on work priority, quantity of equipment, and skill of personnel.
  • Monitor tool and part inventories and the condition and maintenance to ensure adequate working conditions.
  • Compile operational and personnel records, such as time and production records, inventory data, repair and maintenance statistics, and test results.
  • Develop, implement, and evaluate maintenance policies and procedures.
  • Examine objects, systems, or facilities, and analyze information to determine needed installations, services, or repairs.
  • Conduct or arrange for worker training in safety, repair, and maintenance techniques, operational procedures, or equipment use.
  • Inspect and monitor work areas, examine tools and equipment, and provide employee safety training to prevent, detect, and correct unsafe conditions or violations of procedures and safety rules.
  • Inspect, test, and measure completed work, using devices such as hand tools and gauges to verify conformance to standards and repair requirements.
  • Requisition materials and supplies, such as tools, equipment, and replacement parts.

Qualifications, Skills & Experience

  • Higher National Diploma in Mechanical Engineering or Certificates in a related field with at least 10 years of experience handling plant maintenance projects.
  • 10 years of proven work experience in repairs and maintenance of heavy equipment on construction projects.
  • Advanced knowledge in tire lubrication and machine assembling, point welding, preventive maintenance training (oil, filters, lubrication, washing), tire assembly and disassembly, use and handling of tire assembly and disassembly machines (light and heavy), tire repair, tire tread irregularities, and tire pressure (PSI and BAR).
  • Planning, organizing, and coordinating skills with the ability to work without supervision.
  • Excellent supervisory skills.
  • Ability to prioritize.
  • Ability to keep track of and report on activity.
  • Experience in planning maintenance operations.
  • Excellent communication and interpersonal skills.
  • Excellent leadership and management skills.
  • Outstanding organizational and leadership abilities.

Job Purpose

The Country Finance Officer supports the country’s finance function, ensuring correct and exhaustive country and project finance, timely reporting, and compliance with SNV policies, donor procedures, regulations, and guidelines.

Job Description

Financial Advice and Information

  • Provide financial data, analyses, and advice to relevant internal and external parties.
  • Answer questions regarding financial administration and data, based on requests and corporate procedures.
  • Contribute to global finance procedures and guidelines, finance strategy in the country, and project finance by giving feedback and proposing changes.

Financial Accounting and Administration

  • Execute, check, and consolidate all necessary activities to ensure complete and correct allocation of costs and time.
  • Ensure internal and external reporting aligns with financial regulations, SNV financial standards and guidelines, and donor requirements.
  • Assist in the management of intercompany projects.

Financial Planning and Control

  • Support budget holders in compliance with internal and external procedures and regulations, and SNV and donor guidelines regarding financial administration.
  • Execute or support all financial-related activities within the country (annual budgeting process, periodic forecasting, support control, monitoring, and auditing).

Reporting

  • Provide financial reports and analysis to offer insight into overall country and project financial status.
  • Ensure correct and exhaustive reporting to donors within agreed timelines, in line with donor and SNV financial guidelines.

Business Development

  • Assist in developing budgets in proposals up to the set threshold value.
  • Lead or support the financial part of a proposal from start to submission by developing, reviewing, and refining budgets.
  • Support the registration of financial data in diverse information systems.
  • Assist in the capacity building of new implementation partners in sub-grants management.

People Management (if applicable)

  • Guide, develop, coach, and motivate finance employees to achieve department objectives.

Qualifications

  • Master’s or Bachelor’s degree in finance and accounting.
  • Proven experience of 3-5 years in finance management.
  • Strong knowledge in finance and understanding of core finance, business processes, and accounting for projects at the corporate country level.
  • Self-motivated with a good attitude, teamwork, communication, networking, and organizational skills.
  • Ability to work independently and effectively within tight deadlines.
  • Advanced proficiency in Excel.
