Background and Purpose
The Business Transformation Officer (Data Solution and Digital Transformation) is responsible for overseeing the expansion of digital solutions and data utilization within WFP Uganda’s programs and operations. The role involves project initiation, requirement gathering, and coordination for delivering digital and data solutions. The objective is to enhance the value of IT digital solutions by comprehending business and end-user needs and ensuring the highest quality in terms of technical usability, user acceptability, and domain suitability.

Key Roles & Responsibilities

  1. Develop a variety of Technology (TEC) projects, plans, and processes aligned with the wider program strategy, policies, and digital transformation agenda.
  2. Deliver digital solutions, automate business processes, and provide data analytics and mobile applications on time and within budget.
  3. Identify opportunities to improve operations using digital systems, advocate for their adoption, and collaborate with business units to implement them.
  4. Draft proposals for digital projects using standard Business Analysis techniques and document business requirements for IT solutions.
  5. Function as a project manager, handling estimates, business cases, resource planning, risk identification, activity coordination, and issue management for effective IT solutions delivery.
  6. Contribute to strategic thinking, policies, and guidelines on digital systems and tools, ensuring alignment with WFP policies and the Country Strategic Plan.
  7. Troubleshoot and resolve issues during production and deployment stages.
  8. Build technical capacity by producing documentation, user guides, and standards, and conducting training and knowledge-sharing sessions.
  9. Facilitate data-driven decision-making by integrating data from various sources, mapping data infrastructures, and preparing raw data for analysis and reporting.
  10. Identify, develop, and manage partnerships for collaborative digital information systems implementation.
  11. Collaborate with developers to ensure timely delivery of digital tool features and continuous enhancements.
  12. Work with government entities, partners, and stakeholders to support data integration in digital information systems for effective service delivery.
  13. Manage, develop, coach, and mentor team staff and provide technical support to cross-functional team members.
  14. Perform other duties as assigned by the supervisor.

Qualifications & Experience Required

  • Education: Advanced degree or first-level degree with 5 years of related experience in Computer Science, Data Science, Information Systems, Statistics, Engineering Communication, Sociology, Digital/Product Design, or related field.
  • Experience: At least three years’ experience in deploying Information Management Systems, developing database software solutions, or integrating data analysis systems.
  • Knowledge & Skills:
    • Strong analytical and reporting skills.
    • Familiarity with data management tools (e.g., Python, Django, Flask, PHP, Zend Framework, React, Drupal, MariaDB/MySQL, PostgreSQL/PostGres, Docker).
    • Experience with Big Data, AI, and ML.
    • Experience in project management and business analysis.
    • Advanced knowledge of digital solutions best practices.
    • Certification in Project Management and Business Analysis is an advantage.
    • Excellent communication skills.
  • Languages: Fluency in oral and written English, including strong writing skills.

Job Purpose
The Programme Policy Officer will lead and manage policy and program implementation to meet cash assistance needs, including cash-based transfer programming, partner funds management, and Programme Anticipatory Action activities in Southwest Uganda. The role ensures compliance with WFP procedures and alignment with the broader programs of the Country Office.

Accountabilities and Responsibilities

  1. Coordinate partner selection, onboarding, FLA management, reviews, and invoice processing.
  2. Provide project management support to General Food Assistance programs.
  3. Manage resources planning, including food, CBT, and non-food items, ensuring effective and timely utilization.
  4. Enhance the capacity of staff and partners through training and community engagement.
  5. Collaborate with stakeholders to ensure effective project implementation and risk management.
  6. Coordinate the Southwest Inter-Agency Cash Working Group.
  7. Work with partners and financial service providers for efficient cash distributions.
  8. Expand digital cash transfer mechanisms and promote financial inclusion.
  9. Review and implement CBT SOPs and document impacts.
  10. Strengthen partnerships with government entities, UN agencies, NGOs, and other operational partners.
  11. Ensure collaboration, coordination, and networking for programmatic synergy and innovation.
  12. Contribute to accurate and timely reporting on programs and activities.
  13. Provide feedback on distribution progress and suggest improvement actions.
  14. Guide financial service providers in cash transfer expansion.
  15. Support monitoring and evaluation of CBT in target settlements.
  16. Implement Pro-Resilience Action (PRO-ACT) and strengthen shock-responsive systems in Southwest Uganda.

Qualifications & Experience Required

  • Education: Advanced University degree or First University Degree with additional years of related experience in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or related field.
  • Experience: At least six years of progressively responsible professional experience in humanitarian and development work.
  • Knowledge & Skills:
    • Programme lifecycle and food assistance knowledge.
    • Transfer modalities (Food, Cash, Voucher) experience.
    • Strong cognitive, analytical, and problem-solving skills.
    • Excellent communication and partnership-building abilities.
    • Training skills and experience in humanitarian development work.
    • Knowledge in specialized areas like Nutrition and VAM.
    • Capacity for emergency programming and strategic policy engagement with government.
  • Languages: Fluency in oral and written English, including strong writing skills.
