Job Title: Market Development Officer (9 Job Vacancies)
Location: Busoga and Lango, Uganda
Reports to: Market Development Coordinator

About the Project:
GOAL, in collaboration with Wageningen Environmental Research (WENR), is launching a 5-year resilient and inclusive economic development program, funded by the Embassy of the Kingdom of Netherlands in Kampala. The program aims to enhance climate resilience and productivity in farming systems, targeting 200,000 smallholder farming households in Busoga and Lango. The program focuses on building social resilience, improving sustainable farming practices, enhancing market participation, and strengthening farmer advocacy.

Job Summary:
The Market Development Officer will oversee the planning, implementation, and monitoring of market development activities in the Busoga and Lango regions. The role involves supporting private sector actors in delivering services that improve employment and food security for smallholder farmers. You will work as part of the INSPIRE Program Team, contributing to market systems development in agriculture, natural resources, and climate adaptation.

Key Duties and Responsibilities:

  1. Planning and Implementation:
    • Develop and implement market development activities in coordination with Technical Specialists and local partners.
    • Support private sector actors in designing and delivering services to enhance smallholder farmers’ employment and self-employment.
  2. Capacity Building:
    • Create and deliver capacity-building materials and sessions for business, technical, and financial skills.
  3. Field Activities:
    • Execute field activities to meet program objectives and ensure high-quality deliverables.
    • Engage and mobilize smallholder farmers for program sustainability.
  4. Collaboration and Networking:
    • Strengthen connections with private sector actors, farmers associations, government agencies, and other stakeholders.
    • Represent GOAL in district coordination meetings and collaborate with partners and local authorities.
  5. Documentation and Reporting:
    • Work with monitoring and evaluation teams to capture data on program impact.
    • Prepare and submit accurate and timely reports and maintain proper filing systems.
  6. Representation and Coordination:
    • Act as the focal point for coordination and partnership activities in your district.
    • Liaise with local government officials and NGOs to ensure support for market-based interventions.

Qualifications, Skills, and Experience:

Essential Criteria:

  • Bachelor’s degree in Agricultural Sciences, Animal Husbandry, Development Economics, Rural Development, or related field.
  • Minimum of 2 years’ experience with private sector actors.
  • Knowledge of business financing for SMEs.
  • Motivated individual with strong partnership management skills.

Desirable Criteria:

  • Practical experience with small and medium-sized companies in a development context.
  • Knowledge of the agricultural sector.
  • Experience in market facilitation and systemic change.
  • Strong communication skills and computer literacy.
