Job Summary

We are seeking highly motivated individuals to join the Uganda Revenue Authority as Officers in Tax Arrears Management. These roles are crucial for executing guidelines and policies aimed at recovering tax arrears and enhancing overall tax compliance. The successful candidates will work within Kampala, Uganda, and will be responsible for a range of activities including enforcement operations, stakeholder engagement, and management of memoranda of understanding (MOUs).

Key Responsibilities

  1. Enforcement Operations:
    • Execute recovery operations for non-compliant taxpayers.
    • Ensure case files align with arrears management guidelines.
    • Conduct reconciliations and prepare necessary correspondences.
    • Oversee the work of collection agents and auctioneers.
    • Compile and submit periodic collection reports.
  2. Stakeholder Engagement:
    • Implement sensitization plans and programs.
    • Engage stakeholders on tax payment and arrears management.
    • Prepare and present reports on engagement activities.
  3. Enforcement Activities:
    • Supervise and schedule enforcement activities.
    • Generate and submit enforcement and recovery projection reports.
    • Review and advise on enforcement reports from collection agents.
  4. MOUs and Legal Opinions:
    • Prepare and monitor MOUs with taxpayers.
    • Provide legal opinions and liaise with data technical officers.
    • Ensure compliance with MOUs and handle taxpayer cases.

Qualifications

Essential:

  • Bachelor’s Degree in Economics, Law, Business Administration, Accounting, Finance, or a related field.
  • Minimum of 2 years’ experience in recovery activities, arrears management, or related fields.
  • Demonstrated integrity and professionalism.

Desirable:

  • Training in debt recovery, tax advisory, or arrears management.
  • Knowledge of applicable tax laws in Uganda and the region.
  • Familiarity with procedural requirements for enforced recoveries.

Special Skills:

  • Strong negotiation and communication skills.
  • Proficiency in computer applications for report writing and research.
  • Ability to develop business relationships and work with minimal supervision.

Work Hours

  • Full-time position with standard working hours (8 hours/day).
