Summary:
AFENET is seeking highly skilled and motivated individuals to fill five (5) positions of Technical Officer Country Programmes – Data Manager. The successful candidates will be integral in supporting data management systems and providing assistance to Member States in managing surveillance and other data systems. This role requires strong expertise in ICT technologies, data management, and public health.
Key Responsibilities:
- Data Infrastructure Development: Design, develop, and modify data management infrastructure to enhance data analysis and reporting.
- Guidance & Requirements: Provide guidance on data requirements and develop databases compatible with Africa CDC needs.
- Policy & Procedure Implementation: Assist in the development, documentation, and implementation of policies and standard operating procedures for data handling.
- Service Catalog Development: Contribute to the development of IT Service Catalog offerings and agreements.
- Data Integrity: Maintain the confidentiality and integrity of public health data.
- Continuous Learning: Stay updated on relevant technologies and systems.
- Miscellaneous Duties: Perform additional job-related duties as assigned.
Qualifications:
Essential:
- Master’s Degree: University Master’s Degree in Computer Science with certification in hardware and software support and at least 2 years of relevant experience.
- Bachelor’s Degree: University Bachelor’s Degree in Computer Science with certification and at least 5 years of relevant experience.
Required Skills and Competencies:
- Technical Knowledge: Expertise in modern ICT technologies, particularly data management.
- Program Management: Ability to develop and manage programs within specified timelines.
- Public Health Experience: Experience in an international public health organization is desirable.
- Language Skills: Proficiency in English and knowledge of additional AU languages is an advantage.
- Computer Skills: Excellent computer skills required.

Language Requirement: Proficiency in at least one AU language (English, French, Arabic, Portuguese, Spanish, Swahili). Knowledge of additional African Union languages is a plus.
Tenure: Fixed term contract for 16 months, with a 3-month probation period. Possible renewal based on performance and funding.

Remuneration: Indicative basic salary of USD 31,073 per annum plus allowances and entitlements including housing and education allowances.
