Background
The Legal Empowerment Fund (LEF) is a global initiative that resources community-led groups to close the global justice gap. It supports over 150 groups in 56 countries. LEF is a program of the Fund for Global Human Rights (FGHR), dedicated to funding and supporting effective human rights organizations worldwide. LEF is seeking up to six consultant co-evaluators (two each in Indonesia, Kenya, and Uganda) for a mid-term evaluation data collection project. Each consultant will work about 10 days on the project.
Scope of Work
- Participate in virtual onboarding for project orientation and data collection tools training.
- Adapt data collection tools to local contexts.
- Conduct country-based data collection using qualitative methods (interviews, focus groups, observation, etc.).
- Communicate logistical, security, or data collection challenges to the global evaluation team.
- Provide complete and cleaned data in the desired format.
- Participate in virtual sense-making sessions and contribute to the final report.
Qualifications
- Experience in conducting qualitative research or evaluation methods.
- Accurate and timely documentation skills.
- Experience engaging with diverse actors and maintaining data security and confidentiality.
- Ability to work independently and coordinate with a team.
- Proficiency in local language(s) and English.
- Willingness to travel within and possibly outside the capital city.
- Desirable: experience with participatory methodologies, group facilitation, justice, social change, and human rights initiatives.
Candidate Considerations

- Access to a basic smartphone (voice recording, photos, email access).
- Approved local travel expenses will be reimbursed.
Estimated Timeline and Level of Effort
- August 2024: Virtual orientation and training (2 days)
- September-October 2024: In-country data collection (6 days)
- November-December 2024: Sense-making and reporting support (2 days)
Contract Fee: USD 5,000 for about 10 days of work. Data/internet stipends and approved local travel expenses will be reimbursed.
