About Organisation: Infectious Diseases Institute (IDI) operates independently within Makerere University’s College of Health Sciences, dedicated to strengthening health systems in Africa. With over 1,000 staff managing diverse projects in research, clinical services, public health, and training, IDI plays a crucial role in combating infectious diseases across Uganda and other African countries.

Job Summary: The Cluster Lab Officer will collaborate closely with development partners, the Ministry of Health, district, and facility teams to enhance laboratory systems. This role focuses on building capacity in supported laboratories to deliver high-quality services aligned with national guidelines.

Key Duties and Responsibilities:

  • Design and implement strategies to ensure project-supported sites meet Ministry of Health requirements under the SLMTA program.
  • Conduct audits of supported sites, develop action plans, and innovate strategies to address gaps for quality lab services.
  • Guide facility teams in reporting lab activities through high-quality HMIS and activity reports.
  • Plan, coordinate, and deliver trainings and mentorships to district and facility teams to bridge capacity gaps.
  • Conduct mentorship and support visits to labs and facilities, ensuring effective implementation of Laboratory Quality Management Systems (LQMS).
  • Oversee lab infrastructure refurbishments and management across supported sites.
  • Develop systems to facilitate accurate quantification, forecasting, and management of laboratory supplies and commodities.
  • Coordinate hub coordination meetings to optimize HIV and TB-related lab services.
  • Collaborate with clinical teams to support viral load monitoring and ensure timely reporting and follow-up of patients.
  • Strengthen Quality Assurance efforts in labs and Point-of-Care (POC) settings.
  • Enhance lab biosafety practices and equipment management, including calibration and maintenance.
  • Support sample courier services to ensure seamless transport of specimens.

Qualifications, Skills, and Experience:

  • Bachelor’s degree in Biomedical Laboratory Technology/Science.
  • Full registration with the Allied Health Professionals Council.
  • Training in Laboratory Quality Management Systems (LQMS) and biosafety.
  • Updated knowledge of national HIV/AIDS and TB management protocols.
  • Minimum two years’ experience in laboratory systems strengthening at district levels within a PEPFAR-funded program.
  • Strong communication, organizational, and management skills.
  • Commitment to client confidentiality and ethical conduct.
  • Basic computer literacy skills.
  • Familiarity with public health systems and local government policies.
