Job Role/Purpose

Join the Uganda Revenue Authority (URA) as an Officer in the Planning Unit. This role is pivotal in supporting performance management, planning, and budgeting to aid in effective decision-making within the Division.


Key Accountabilities

  1. Strategy Implementation
    • Document divisional activities and align them with departmental strategies.
    • Engage with section heads to review and report on division performance.
    • Prepare and submit monthly reports on divisional performance and initiatives.
    • Communicate division updates to stakeholders as directed by the supervisor.
  2. Resource Utilization Reporting
    • Consolidate and validate divisional performance reports.
    • Track resource utilization and manage fund availability.
    • Ensure service providers meet LPO requirements and client expectations.
    • Code expenditure claims and manage budget exceptions.
  3. Audit Query Management
    • Compile and submit responses to audit queries.
    • Liaise with departmental planning liaisons to address and close audit queries.
    • Support liaison management in resolving audit issues and coordinate stakeholder meetings.
  4. Human Resource Development
    • Collect and report on training needs.
    • Coordinate internal and external training programs.
    • Prepare and manage training reports and budgets.
    • Maintain updated training and skills inventory for division staff.

Qualifications

Essential Requirements:

  • Bachelor’s degree in Statistics, Accounting, Commerce, Business Administration, or a related field.
  • Minimum of 2 years’ experience in Monitoring and Evaluation, Planning, or Budgeting.
  • Strong record of integrity.

Desirable Requirements:

  • Training in Monitoring and Evaluation or Budgeting.

Knowledge:

  • Understanding of the government budgeting cycle and the Uganda Public Finance Management Act 2015.
  • Familiarity with Business Process Documentation and Management.
  • General knowledge of auditing principles and frameworks.

Skills and Attributes:

  • Excellent communication and interpersonal skills.
  • Self-driven with strong customer care abilities.
  • Team-oriented with good reporting and analytical skills.
  • Detail-oriented with a strong ability to work collaboratively.
