Job Details:

The Ministry of Water and Environment (MWE) is the implementing agency for the LIFE-AR initiative, which coordinates the day-to-day activities of the Least Developed Countries Initiative for Effective Adaptation and Resilience (LIFE-AR). The project will be piloted in twelve District Local Governments.

  • Reports to: Procurement Specialist
  • Duty Station: Head Office-Luzira
  • Number of Vacancies: 01

Terms of Employment: The assignment is for two years, subject to a six-month probation period, and may be renewed based on satisfactory performance.

Job Purpose: To ensure effective delivery of procurement services to the project.

Key Functions:

  • Assist in preparing requests for quotations, invitations to bid, and proposals, and ensure their timely dispatch.
  • Maintain up-to-date procurement documents and manuals.
  • Develop and implement the joint program procurement plan and identify procurement priorities.
  • Coordinate with selected bidders to complete administrative processes.
  • Maintain accurate records for accountability and audit purposes.
  • Regularly update a database of contract documentation, terms of references, and suppliers.

Qualifications:

  • An honors Bachelor’s Degree in Procurement and Logistics Management or a related field.
  • CIPS certification.
  • At least one year of experience in project administration with an emphasis on procurement and contracting management.
  • Experience with World Bank or other international development organizations is an advantage.

Key Functions:

  • Support Districts in developing work plans and budgets.
  • Assist in implementing work plans based on approved budgets.
  • Ensure timely reporting and accounting for activities.
  • Coordinate between MWE (National Secretariat) and districts.
  • Monitor LIFE-AR activities.

Person Specification:

  • An honors Bachelor’s Degree in Environment, Natural Resources, Climate Change, Engineering, Social Sciences, Development Studies, Economics, or a related field from a recognized institution. A postgraduate qualification is an advantage.
  • Knowledge of the local language of the LIFE-AR selected district is an advantage.

Experience:

  • At least two years of experience working with communities for the government or a reputable Non-Governmental Organization.
  • Supervisory level project experience is an advantage.

Competencies:

  • High levels of ethics and integrity.
  • Good interpersonal, decision-making, and problem-solving skills.
  • Ability to work independently and in teams.
  • Basic computer knowledge and skills.
  • Effective communication skills.
  • Detail-oriented.
  • Coordination and time management skills.
