The Ministry of Water and Environment (MWE) is the implementing agency of LIFE-AR, coordinating activities for the Least Developed Countries Initiative for Effective Adaptation and Resilience (LIFE-AR). The project will be piloted in 12 District Local Governments: Yumbe, Pader, Rakai, Kibaale, Lwengo, Ngora, Ntungamo, Kalaki, Kalungu, Pakwarch, Kaabong, and Karenga.

Terms of Employment:
The assignment is for a period of two years, subject to a probation period of six months, and may be renewable based on satisfactory performance.
Job Purpose
To support the planning and execution of financial accounting and budgeting functions of the Uganda Investing in Forests and Protected Areas for Climate Smart Development project.
Key Functions
- Establish and maintain finance and accounts according to the financial rules and procedures of the Government of Uganda and the World Bank.
- Prepare periodic financial reports in required formats and submit them to the National Project Coordinator.
- Prepare annual and periodic project budget plans and submit them for approval and coordination.
- Implement and review budgeted and actual annual cash flows, ensuring follow-up on any matters needing clarification.
- Prepare periodic statements of expenditure reports.
- Liaise with other units to consider financial and administrative aspects in technical and strategic decisions.
- Facilitate external financial audits and donor supervision visits.
- Contribute to designing or improving accounting and financial tools for community-managed subprojects.
- Perform other duties as assigned by the NPC.
Qualifications
- An honours Bachelor’s degree in Accounting, Finance, or Business Administration.
- CPA qualification is an added advantage.
- At least one year of experience in a reputable organization.

Key Functions
- Develop and implement a budgeted communication strategy funded by the World Bank.
- Work with PCU staff and project coordinators in implementing agencies (MWE, UWA, and NFA) to perform tasks including:
- Developing and disseminating IEC materials.
- Preparing public awareness materials.
- Providing inputs for project progress reports and technical publications.
- Updating the IFPA-CD website and tracking its usage.
- Conducting internal communication programs.
- Producing public information to support campaigns for IFPA-CD.
- Monitoring the performance of the communications and awareness strategy.
- Organizing visibility and accountability events.
- Producing communication stories and electronic newsletters.
Qualifications
- An honours degree in Mass Communication, Journalism, or a related field.
- Experience in water sanitation and environment is an added advantage.
- Experience in virtual and digital management is also an added advantage.
- At least one year of professional experience in communication for programs, projects, corporations, or government institutions.
- Demonstrated ability in writing, packaging messages, publishing, and outreach activities.
- Excellent computer skills, including word processing and publishing packages.
