Job Title: Market Development Officer

Location: Busoga and Lango, Uganda

About Project:

GOAL and its consortium partner, Wageningen Environmental Research (WENR), will be starting a 5-year resilient and inclusive economic development program funded by the Embassy of the Kingdom of Netherlands in Kampala. The goal is to build climate-resilient and productive farming systems and livelihoods, benefiting 200,000 smallholder farming households in Busoga and Lango regions. The project focuses on enhancing social resilience, sustainable farming systems, inclusive markets, and empowering smallholder farmers.


Job Summary:

The Market Development Officer will plan, implement, and monitor market development activities in coordination with the Market Development Coordinator in the Busoga and Lango regions. The role involves supporting private sector actors to provide services that boost smallholder farmers’ employment and food security within the agricultural market system. The officer will be a key member of the INSPIRE Program Team, integrating market development best practices.


Key Duties and Responsibilities:

  1. Planning and Implementation:
    • Develop and implement market development activities.
    • Support private sector actors in designing and delivering services for smallholder farmers.
    • Develop capacity-building materials and participate in training sessions.
    • Execute field activities to achieve program results and complete deliverables.
  2. Support and Mobilization:
    • Engage smallholder farmers to participate in the program.
    • Identify small business activities for seed support and value-addition opportunities in agriculture and livestock sectors.
  3. Collaboration and Networking:
    • Strengthen linkages between private sector actors, farmers associations, government agencies, and other stakeholders.
    • Maintain coordination with partners and district leadership, representing GOAL in meetings.
    • Participate in planning learning and review meetings with private and public sector entities.
  4. Monitoring and Reporting:
    • Work with the district monitoring and evaluation team to capture data.
    • Ensure timely information flow and entry in the program database.
    • Prepare and submit weekly, monthly, and quarterly reports.
    • Maintain proper filing of market development activities.
  5. Representation and Coordination:
    • Act as the focal person for coordination and partnership activities with local private sector providers and stakeholders.
    • Liaise with local government officials and NGOs to support market-based interventions.
    • Represent the program at district coordination meetings.

Qualifications, Skills, and Experience:

Essential Criteria:

  • Bachelor’s degree in Agricultural Sciences, Animal Husbandry, Development Economics, or Rural Development.
  • Minimum of 2 years’ experience working with private sector actors.
  • Knowledge and experience in business financing for SMEs.
  • Motivated individual capable of leading SMEs.
  • Partnership management skills and knowledge.

Desirable Criteria:

  • Experience with small and medium-sized companies in a development setting.
  • Knowledge of the agricultural sector.
  • Experience with market facilitation and promoting supporting services.
  • Strong communication skills and computer literacy.
