About RSCE
The Regional Service Centre in Entebbe, Uganda (RSCE), established in July 2010, provides efficient, client-oriented, and scalable services. These include human resources, finance, multimodal movement and control, personnel and cargo transport, and ICT support.
Responsibilities:
- Administer entitlements and benefits, including payroll, travel claims, and expense reimbursements.
- Assist in payroll, leave entitlements, contract extensions, separations, and final payments.
- Provide onboarding assistance, travel arrangements, settling-in grants, and separation activities.
- Monitor and evaluate HR guidelines, staff rules, and procedures, recommending improvements.
- Process and administer international staff entitlements and benefits.
- Provide guidance on benefits and entitlements, HR rules, and regulations.
- Review and process data related to conditions of service.
- Supervise lower-level HR assistants and resolve complex HR issues.

- Planning & Organizing: Develops clear goals, identifies priorities, and allocates resources efficiently.
- Client Orientation: Establishes and maintains productive partnerships with clients.
Education and Qualifications:
- High school diploma or equivalent.
- Completion of a specialized Umoja HR Partners training course and certification is desirable.
- A minimum of eight (8) years of experience in human resources management, administrative services, or related area.
- Experience with UN staff rules and regulations, ERP systems, and working in a shared service center is desirable.
- Fluency in English is required; knowledge of French is desirable.

Responsibilities:
- Implement and maintain an efficient maintenance service plan for RSCE buildings/structures.
- Prepare site assessments and recommend solutions for project implementation.
- Review and assess technical design documentation for construction and maintenance.
- Monitor and supervise construction and maintenance works.
- Provide technical assistance and control to ensure works conform to specifications and standards.
- Support RSCE environmental initiatives and ensure safety and security in the workplace.
- Perform other duties as required.
Deliverables:
- Site and building development, layout, and planning.
- Construction contract bid packages and specifications.
- Quality control and structural analysis.
- Compliance with state/local permitting and codes.
Competencies:
- Professionalism: Ability to manage contractors, assess completed works, and incorporate environmental aspects.
- Communication: Effective verbal and written communication skills.

Qualifications and Special Skills:
- Bachelor’s Degree in civil engineering or relevant discipline.
- A minimum of 5 years’ professional experience in civil engineering.
- Experience in project design, technical documentation, and supervision.
- Fluency in English is required; knowledge of French is desirable.
- PRINCE2 Certification or similar certification is desirable.
