Job Title: Technical Advisors – Rule of Law and Good Governance (2 Positions)

About Project:

GIZ, commissioned by the German Ministry for Economic Cooperation and Development (BMZ), operates the Governance and Civil Society Programme (GCSP), co-funded by the EU. The programme focuses on Advancing Governance and Accountability (AGA) and Strengthening Civil Society in Uganda Support Programme (CUSP), aiming to strengthen accountability, human rights, and citizen engagement.

Job Summary:

The Technical Advisor will:

  • Provide technical advice on human rights to UHRC, civil society, and partners.
  • Support the development of participatory mechanisms for civil society.
  • Strengthen relationships between state and non-state actors.
  • Plan, implement, monitor, and report on programme activities.

Key Duties and Responsibilities:

The Technical Advisor will:

  • Ensure strategic alignment with programme goals.
  • Provide technical advice on HRBA, decentralised human rights structures, policy formulation, civic engagement, and vulnerable groups.
  • Support institutional process review and improvement.
  • Develop thematic interventions in coordination with the line manager.
  • Establish partnerships with human rights CSOs.
  • Support cooperation modalities and capacity development initiatives.

Communication:

  • Maintain proactive team communication.
  • Support programme representation internally and externally.
  • Contribute to communication materials and documentation of activities.

Other Duties/Additional Tasks:

  • Perform additional tasks as requested by management.

Qualifications, Skills, and Experience:

  • Bachelor’s degree in Law, Political Science, Social Science, or Development Studies.
  • Minimum seven years of professional experience in human rights and governance.
  • Experience in project planning, monitoring, evaluation, and change processes.
  • Facilitation of workshops and trainings.
  • Experience with state partners and CSO networks.
