Summary

The World Food Programme (WFP) Uganda is seeking an Engineer NOB to provide construction and engineering expertise and contribute to the efficient delivery and quality outputs in alignment with the WFP’s Country Strategic Plan (CSP). This position will support the Research, Assessment, and Monitoring (RAM) unit, focusing on food security, economic and price data, and disaster risk management. The role is crucial for WFP operations and decision-making processes.

Job Details

Background and Purpose: WFP’s CSP 2018-2022 aligns with Uganda’s Vision 2040 and the Third National Development Plan (NDP III), addressing food insecurity, malnutrition, refugee response, and social protection systems. The RAM unit’s activities include large-scale surveys, rapid assessments, and mapping services, focusing on disaster management, climate change risks, and the automatization of processes. The engineer will contribute to these efforts by implementing WFP policies, providing project management services, and supporting construction and engineering projects.

Job Purpose: To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.

Key Accountabilities:

  1. Implement WFP policies, standards, norms, and practices.
  2. Provide engineering and project management services.
  3. Analyze project proposals for technical feasibility.
  4. Prepare recommendations to improve WFP facilities.
  5. Collate data and prepare reports.
  6. Provide technical guidance for procurement processes.
  7. Participate in technical reviews and knowledge exchange.
  8. Support the capacity building of engineering staff.
  9. Establish and maintain partnerships.
  10. Contribute to preparedness actions and risk management.
  11. Other duties as required.

Desired Experiences for Entry into the Role:

  • Worked under supervision on varied design and construction projects.
  • Advanced academic qualifications in engineering.
  • Contributed to projects with knowledge of engineering specializations (fire safety, seismic blast, environmental requirements).

Standard Minimum Academic Qualifications:

  • First University degree in Civil Engineering or related discipline.
  • Eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or equivalent.
  • Proficiency in English; knowledge of local languages is an advantage.

Background and Purpose: Support the delivery of budget and resource analysis and programming activities, partnering with managers to ensure efficient and compliant utilization of funds.

Key Accountabilities & Responsibilities:

  1. Develop projects, plans, processes, and procedures.
  2. Create and review project budget plans.
  3. Monitor project performance against budget.
  4. Provide advice on project closure and resource transfer.
  5. Manage resource pipeline and provide allocation advice.
  6. Prepare food-demand plans.
  7. Ensure correct budget and project documentation.
  8. Coordinate and prepare reports for stakeholders.
  9. Propose improvements to systems and processes.
  10. Build staff capacity in budgeting and fund management.

Qualifications & Experience Required:

  • Education: Advanced University degree in Business Administration, Finance, Economics, Development Economics, or related field; or First University degree with 5 years of related work experience.
  • Experience: 5 years of experience in financial information translation, budget preparation, and report management in the humanitarian sector.
  • Knowledge & Skills: Budgeting, communication, analysis, financial reporting.
  • Languages: Fluent in English, with strong writing skills.
